
NOSDA membership is open to all Consolidated Municipal Service Managers (CMSMs), District Social Services Administration Boards (DSSABs) and Regions located in Northern Ontario. Representation consists of two municipal (elected) members from each Consolidated Municipal Service Manager, District Social Services Administration Board and Region plus one senior staff person from each organization. Designated alternates will be allowed and encouraged in order to ensure full participation. Board members from the unincorporated areas are to be considered as municipal members. The two municipal members from each Consolidated Municipal Service Manager, District Social Services Administration Board and Region or their designates would have voting privileges. Staff does not have voting privileges.

The Northern Ontario Service Deliverers Association or NOSDA was formed to develop a co-operative and collaborative approach with municipalities and municipal organizations, to facilitate the consolidated municipal delivery of services in Northern Ontario. NOSDA is intended to create a political forum for reviewing and developing both policies and program delivery issues from a Northern perspective. As a group we attempt to achieve the effective and efficient delivery of services in Northern Ontario through joint action and information sharing.
Within this framework, NOSDA came together with a focus on three goals.
1. Achieve economies of scale by working together.
2. Create effective and efficient delivery systems in the North.
3. Reduce costs through information sharing and joint action.
NOSDA members are primarily responsible for the service system management of Land Ambulance, Social Housing, Child Care Management and Ontario Works. This responsibility can include direct delivery, purchase of service or any combination thereof and varies with each member.
Generally the business of NOSDA is conducted through monthly conference calls, quarterly meetings and an Annual General Meeting. In addition to an Executive Committee, there are a number of program related committees that facilitate the purpose and goals of the Association.
